LEAP – Low-income Energy Assistance Program

The Low-Income Energy Assistance Program (LEAP) provides Emergency Financial Assistance as well as Special Rules for arrears payments.

Emergency Financial Assistance: This program provides a grant toward your electricity bill if you are temporarily unable to make payment in an emergency situation.

LEAP is designed to help low-income households who are struggling to pay their electricity bill. Eligible customers can receive up to $650 in emergency assistance for their electricity bills (or $780 for homes heated electrically).

The assistance is only available if you are behind on your bill or bills. You cannot receive more money than you owe on your electricity account. Therefore, you may not receive the full amount of the grant.

Emergency financial assistance is for emergency situations only and is not meant to provide you with ongoing help to pay your bills.

Special Rules: if your local social agency determines that you meet the requirements, special rules around repayment of overdue amounts will apply.
